List of preconditions/followon actions not refreshing

Hi, we have a plugin with a number of extensions. Over time, we've added one or two more extensions. But now we need to roll-back to an earlier version of the plugin. The expectation is that a newer precondition should no longer appear and two previous ones should reappear. After numerous resets/restarts, the list of available preconditions has not changed. However, I tried to trigger the new precondition and it didn't, and triggered the previously deleted one successfully, so that's consistent with the rolled-back version of the plugin. Provision Status correctly shows the plugin loaded or not. So, it looks like the backend is fine, and the problem is in the UI. The list of available preconditions is not consistent with what is actually available. It did eventually refresh on a previous attempt, but currently, we can't get this list to refresh.
Anyone have any idea how we can resolve this? Appears an RTC problem to me.
