Doing CSV Import Into RTC Programmatically

Our organization has a number of RTC data maintenance processes that we manage using a combination of RTC  CSV file exports, perl scripts to do data massaging, and then imports using the RTC import wizard to realize the changes in the data.  Over time, these processes have become increasingly automated using CURL for the exports, invoked directly from the perl scripts, and bat files and the Windows scheduler to launch the scripts.   With our next iteration we are looking to use the perl scheduling module to fully automate the process, with the exception of the import.   The one piece we are missing is the ability to invoke the importer in an automated fashion, either directly--and preferrably--from the perl scripts, or indirectly using Java and then invoking the Java executable from perl.  Has anybody done this?  Can anybody provide some guidance on the best way to proceed?

We would be targeting RTC version 4.0.3.  We currently use 3.0.1.2 of the RTC Eclipse client.
