The what's new of 4.0.3 indicates that there's " Manage Artifact Templates" in the admin menu.

Manage Artifact Templates appears in the Admin menu only when the logged in user is assigned a role with at least one of these four Save Template permissions: Create, Delete, Edit, Set Default:

Hello,

To see the Manage Artifact Templates view, you must be logged in as a user with Save Template and Save Template Section permissions. The help topic for creating templates mentions this prerequisite:
