My client has just added his RTC licenses from the license key centre, but is unable to assign them to anyone...

Hi Gwen,

is that 4.0.1? i have seen a similar issue in a post from someone trying to upload the 10 Free: https://jazz.net/forum/questions/103256/unable-to-activate-free-licenses/103258

The symptoms are alike. Maybe the hints there help or there is an issue that you want to create a support request.
