IBM i: Work Item Packaging greyed out ?

We're running RTC 4.0.0.1 on a WIN platform against IBM i ver 6.1, and we would like to create a Package based on Work Items.
Can anyone tell me, why this option is greyed out ?

I am able to create a package based on the ship list, but that's not what we want...

Did you specify a build definition in your package definition? Build information is required to compute what artifacts should be packaged when you perform work item based packaging.
