Problem
Occasionally, when you save a Microsoft Project 2013 plan in XML format, an invalid XML file is generated. If you export data from Microsoft Project in XML format and then import the XML file into a plan, an XML parsing error occurs. For example, the following error message might be displayed: CRRTC1700E The selected project file cannot be imported. Exception occurred while importing the XML file. Exception: org.xml.sax.SAXParseException: An invalid XML character (Unicode: 0xffff) was found in the element content of the document.
If you try to open the problematic file in a browser, it does not open as an XML file. For example, Mozilla Firefox returns the following error message:

Workaround
In Microsoft Project, save the plan in XML format again and open the file in a browser to verify that it is well formed.
