Can we change timestamp to show 24 hour format in work items?

RTC301 or 4.0 used

The built time stamp or date attribute in workitem is showing 12 hour format even though the server time format is 24 hour format.
Is the time/date format built in at 12 hour format? Is there any way to change to 24 hour format?

time format is dependent on Eclipse locale setting and RTC wont fix it.
