Why "Work Assignments" can only be edited in web c

We can updated User's Work Assignments in Eclipse Client when we using RTC2, but after we upgrade to RTC3, I found update Work Assignment can just be done in web client, why?

In order to maximize the number of enhancement requests that get
implemented in each release, the development team tries to focus on
providing functionality in the user interface most commonly used by the
people who perform those functions.

So for example, project leads commonly want to use the Web UI, so
project lead operations (like planning) are now primarily added to the
Web UI, while developer operations (like configuring a repository
workspace) are primarily done through the rich client UI.

WRT work assignment, that operation is done in the WebUI, but that just
means that a WebUI pane is brought up in the Eclipse Editor window, so
your experience should remain largely the same (except for the delay in
bringing up the user editor Web UI).

Was this a problem, or were you just wondering why? If it was a
problem, please submit an enhancement request (or defect) describing why
you wanted to be able to perform this operation in a native Eclipse
client editor, rather than in a Web Browser page that is brought up in
the Eclipse editor pane.
