'All Blocking Resolved before Start Working' PreCondition

I am looking for an Operation Behavior Precondition on Save Work Item which would be:
When 1 work item blocks another, you can not start working on the other before the first one is resolved.

Something similar to the ootb 'All Children Resolved' Precondition, but on the 'Blocks/Depends On' link.

Anybody aware of a place where this Precondition would have been coded already ?
