How to create a workItem in Rational TeamConcert?

On question (1), you'll need to describe what exactly is the problem you
are seeing (i.e. what command did you invoke, and what behavior are you
seeing).
On question (2), I'll defer to others on the forum.
On question (3), need some more info:
- Do you mean against your own repository, or did you want to post a
work item for Team Concert development?
- If against your own repository, do you mean through one of the clients
(e.g. Eclipse, Visual Studio, or the Web Browser), or did you mean
through the API? If through the API, you'll want to scan the answers in
the jazz.extend forum (it appears several times there), and if that
doesn't help, you'd want to repost the question in the jazz.extend forum.
