To use the EWM MSSCCI control panel, I would expect you to need a user that has certain licenses assigned. Most likely a EWM Developer license, to be able to do source control operations.
Once you have access, the permissions are managed under 'Source control' and the preconditions and follow up actions managing source control operations are the ones to look into.
