Are you talking about Report Builder reports?

Jira is a separate product made by Atlassian so its information isn't collected by the IBM data warehouses. You can only use Report Builder to report on information stored in the two available data sources.

OSLC is an open standard, so you can link across any tool that supports the OSLC spec, but that's just the linking - each vendor manages its own data and so you need to find a tool that can be configured to understand each of the OSLC data sources.

IBM's Engineering Lifecycle Optimization Publishing (ELO Pub) is such a tool, and its engine is what's under the hood of many of the document style reports in ELM (especially the requirements management reports), but you need to purchase the Document Studio separately to create your own custom report layouts. It even has an example showing how to follow links to Jira records and print them.

The Eclipse BIRT tool is an open source reporting tool that will also let you report OSLC links but you need to configure that a lot more.

There's also the Eclipse Lyo project, which allows you to build your own custom OSLC client apps in Java
