Cannot completely remove attachments from work items

Hello all,

If I add an attachment to a work item you can get to it from either
Quick information or the Links tab.

If I then remove the attachment it now longer appears in either, but you
can still open it from the history tab.

This means despite removing an attachment, RTC is still keeping it.

Attachments may be revised frequently, and may be large, such that I
don't want RTC to keep old versions.

Is this a bug ?
