Determining file as unresolved according to an external compare tool

I would like to know if there is a way RTC to run an external tool to determine if a file is unresolved.
(run the external tool to compare the file with a previous version, for the purpose of RTC marking the file as unresolved).

I don't believe you can do that today. What is the use case that is prompting this request?

The use case is related to having RPE template files in the RTC SCM.
Since RPE templates are ZIP files, the content might be similar,
but the ZIP file can be different since the timestamp of the files in it is different.

If we could run an external tool to compare the actual content,
there are cases where there is no actual diff between the content,
other than the timestamp of the files inside the DTA (zip archive).
