is it possible to create a revert of a change-set programmatically?

The code that implements the reverse change set action is found in the
com.ibm.team.internal.filesystem.ui.action.ReverseChangeAction in the
com.team.ibm.filesystem.ide.ui but this class is not API and there is no
lower level API for this either.
