"Owner does not belong to Team Area" warningMessage become errorMessage?

When particular Team Area has been chosen using "Filed Against" option in RTC, then "Owned By" field should not simply allow to save without choosing the right member for the particular Team Area.  If user selected some other value as "Owned By", then instead of warning message, while saving the work item "Owned By" should display the error message, stating the selected user was not part of the Team Area. Was this can be done using existing RTC application version 5.0.1 Or can this be implemented in the pre condition using RTC eclipse client to choose "Process Configuration" --> Team Configuraiton--> Operation Behavior--> Work Items --> Save Work Items --> Preconditions
