Reverting a change set without creating another change set.

Is there a way to revert a change set to remove a previous changes without creating a new change set? For example change set A was delivered.  Change set B removed the changes to change set A but that was considered a mistake.  They want change set B to go away and go back to the original code without having to create another change set.  Is this possible? They want to revert a revert without creating another change set.

You would create a workspace with the configuration of the stream, discard change set B from that workspace, and then replace the configuration of the stream with that of the workspace.
