I am user of APR ( Arcad Pack for Rational ) having similar issue , I am getting my build completed but no objects being delivered in version . When I checked Job log it shows as below -

Steps I followed are -

1. I have iProject where made changes in source and did Check-in n Deliver

2. I checked my Build WS - Component - Show repository Files- it shows me updated source -

3. The build is not showing changes in job log it shoes 0 change set accepted from Build WS .

Yeah , I checked messages but fact is I am able to see new version created or version updated in ARCAD application where as no objects updated in version.
