How to complete changeset with Server side API?

I have got a changeset from a linkservice associated with a workitem. Now this changeset state is active, I want to complete it with server side API as it is in a follow up action? May you advise how to complete the changeset in server side? or it can use client side API to complete this changeset in follow up action? and which API I should use? Thanks.
