Best place to publish a tool?

One of my developers would like to publish a tool that he believes would be of use to the wider development community. What is the process for identifying the best place to publish the tool e.g. jazz hub or GitHub or Developer Works and if what he wants to do will be acceptable to the legal folks?

 Hello Marie,
I guess I would push my project on jazz hub (if not IBM Confidential),
then author a dW article on it
ex: http://www.ibm.com/developerworks/cloud/library/cl-flighttracker-app/index.html

IBM DevOps Services aka JazzHub (jazzhub.com) is a great place, and our preferred place, to publish a tool for distribution and collaboration with others. It provides three options for source code: hosted Rational Team Concert, hosted Git, and the ability to link to a project at GitHub. DevOps services adds some nice agile tools, a web development environment based on Eclipse Orion, and an integration and delivery pipeline based on Jenkins and UrbanCode.
