New resolutions displaying inconsistently or incorrectly.

I added 3 new resolutions (call them A, B, C)

If I add those resolutions to Resolve / Set Resolve in the Actions table (save) and let's note that there were pre-existing (oob) resolutions listed,
Then in either client, when invoking this state change A, B, C all show up as possible resolutions along with the originals, I may choose any of them, and they display correctly.

If I add those resolutions to the Start Working action (which should transfer me to the In Progress state) and set Show Resolution in States table (save) and let's note there were NO pre-existing (oob) resolutions listed,
Then when invoking the state change, A, B and C are all listed as resolutions, I may choose any of them.....BUT, when I then press "save" resolution "C" is always put in place - no matter whether I picked A, B or C. (The new state is correctly listed as "In Progress")

Is this a bug or am I doing something wrong ?
