Discarding changeset is not working and still remains when the other changeset is delivered.

Change set is associated with a workitem. Changeset is not yet delivered. User do not want to use this changeset anymore, Hence, discarding the changeset.
User expects the changeset to be remove from the workitem as well.
When the release team does an install changeset of the workitem at any later stage along with other changesets, even the removed is available.

Hi,
Discarded changesets remain linked to work items by default.  Before discarding a changeset, you can remove the link to the work item by right-clicking on it in the Pending Changes view and selecting Related Artifacts > Remove.  If the changeset has already been discarded, you can remove the link to the work item by opening the work item in the Eclipse client, going to the Links tab, right-clicking on the changeset, and selecting Remove.
