Why can I setup localdap mapping in 4.x?

Unable to follow instructions documented in the following info center to configure ldap using local file for authorization in 4.x. Authentication works, but not authorization. The same instructions work for 3.x, why?

There is an identified defect in 4.x. Contact IBM Support to request hotfix. The issue is resolved in 4.0.4.

Folks may also run into this in 3.0.1.6 or any CLM server that has been upgraded to Tomcat 7.
