Hello Ankit,
You can defined the workflow of work item as you want. It is also possible to reopen rejected defect.
To check, define your workflow you need to navigate https://your-server:9443/ccm/admin in Project areas section select the project area for which you want to change the workflow, navigate to workitems->workflow.
