JAZZ DEVELOPER
I am using RTC 4.0 GA and found that related artifacts labels not rendered when created from work item template.

steps I used:
- create a PA - any template
- create a work item, add related link to jazz:
- URL = http://jazz.net
- comment = jazz
- save
- create a template from this work item
- create a new work item from this template
expected: related artifacts show label
observed (defect): raw link is displayed

is this a defect?

this issue has been identified on jazz.net as defect related artifacts labels not rendered when created from work item template (229934)
which was fixed in RTC 4.0.1
