Read-only Role in RTC

By removing the save option from the Permitted actions under Project Area Permissions

Open Project in the Eclipse Client > Process Configuration > Project Configuration > Permissions
Create a new Role and choose the Permitted actions

you may want to additionally look into the

 > Process Configuration > Team Configuration > Permissions > Permitted actions for the same role and again remove all the save actions
