RPTUSR does not need to exist in database when we do not use RRDI?

When we set up CLM via set up wizard, i.e, https://hostname:9443/jts/customSetup#/steps/7, by default, "RPTUSR" is set in "Custom Report Database User" property. Its definition is "The name of the database user to generate custom reporting permissions for. This user must exist in the database. "

When do we have to create RPTUSR as database user?
It is only when we use RRDI?

The RPTUSER doesn't actually exist in any database, rather it should exist on the Operating System that is providing the data warehouse database.  The password of same is also on the O/S.  The RPTUSER will be given connect/select grants on the database for the purpose of reports.
