I am not sure I understand the question. You can not customize the ID. See https://jazz.net/library/article/565 on how to get started and https://jazz.net/library/#tag=work%20items for more articles.

Thanks a lot for information.

I want to configure RTC for project from scratch. I want some document or reference which will guide me in configuring RTC from basic.

Following are some fields I want to configure/setup in RTC -

Defect ID , Defect Description , Defect Testing Phase , Test Cycle, Defect Severity/Priority.
