A work Item is saved even if the mandatory date field attribute value is first filled and then removed

context: using RTC  4.0.0.1
issue: WebUI only - work item can be saved without mandatory due date set
steps to reproduce:
- create a FPM project
- Team Configuration-->Operational Behavior --> set due date as mandatory for creation
- create a new work item - save
--> error is raised: due date not set - OK
- set due date - save - work item is saved - OK
- remove due date, add a comment - save
expected: work item can not be saved as due date is not set
observed: work  item is saved, and due date is defaulted to Jan 1, 1970

Is this a bug?

yes: this issue has been identified on jazz.net as Resetting the due date sets the due date to 1st Jan 1970 (237612) which was resolved and fixed in RTC 4.0.1,
and will be backported to RTC 4.0.0.2 using jazz.net work item [backport to RTC 4.X] [wi 237612] Resetting the due date sets the due date to 1st Jan 1970 (239008)
