operation behavior precondition "Require Work Items to Match Query"

Hi,

I have defined an operation behavior precondition "Require Work Items to Match Query" on deliver changest (server) operation.

The operation behavior precondition is defined on project X and The query runs from project Y on same server. (since the Source control is in project X and the Workitems managed in project Y)
However, although the query returns the workitem, when delivering the chageset I see this error:

 Problem
An unhandled exception occurred during "Require Work Items to Match Query".

CRRTC0122E: Unknown attribute: com.ibm.rational.rhapsody.confirmedbuild

Reason
Ensure that work items involved in a delivery match a specific query.

The attribute is defined on project Y.
