How to configure preconditions for delivering to a stream?

when we introduced a new stream it became possible to deliver with no associated issue and no comment at all.
Perhaps we should set up some configuration each time a new stream is created. Is it possible or have we missed something in the configuration?

Version of RTC?

Anthony...the customer has RTC4.x

you are most likely missing that the behavior is tied to the ownership of the stream. See this article about how that works. Make sure the operational behavior is configured for the team/project area that owns the stream.
