Error occurs when opening a plan from "Recent Plans" if project area name has DBCS

1. Create a PA whose name contains double byte character  (e.g. テスト)
2. Open a plan in IE8
3. Open the plan by selecting from the list of "Recent Plans"

The work items handle this well. The link for the recent work items has the project area name encoded.

- This issue does NOT occur in FireFox ESR 10. Please see DBCS_PA_FireFox.png
- When opening the plan by selecting from the list of all plans instead of opening from "Recent Plan", the URL doesn't contain the double byte characters but it's converted to the code and the plan can be opened without error. Please see Open_from_AllPlans.png
- This issue occurs on v4.0.0.1

I tried on IE9 and the issue exists on that as well.
