Is it possible to give a user global write to all workitems but not source control

I would like to have a user who can write notes into workitems from any project, regardless of that projects settings. If possible I would like to do this without having to modify the settings of every project and I would like this user to not be an admin. He shouldn't be able to modify the contents of source control or change a projects settings.

The only way I've seen to do something like this is to have the user added to every project and assign the workitem permissions on a per project basis.

Is this possible?

 As far as I can tell you have to give everyone permission to create work items, or you have to provide individual team membership and role permissions for the user per project/team.
