JTS server is not running even if jts.war is deployed properly

After restarting our WebSphere server, the application server as well as all the enterprise application servers have also been started.

But when i tried to login to jts site https://ideazz-rtc.in.telstra.com.au:9443/jts/admin, it's not allowing me to login.

I logged in to the RTC server and run the repotools command to check if the server is running, im getting the error below:

Any suggestion on how to resolve this issue?

Please check the server logs see http://pic.dhe.ibm.com/infocenter/clmhelp/v4r0/topic/com.ibm.rational.clm.doc/topics/c_logfiles_loc.html . There are various reasons why the server might be not running, including deployment issues.
