Adding new Work Item Categories

I already have a Work item Category, lets call it CAT1. I like to add a new one called CAT2. When I click on Add Category, it is always nesting the CAT2 underneath CAT1. I did this without first selecting the CAT1 row. Is there something I am not doing right? My goal is to add a new category at the same level as CAT1, not nested within CAT1.

Is CAT1 the root category? If so, you can only create children. The root
category is used for the team area association, but will not be shown in
e.g. the Work Item Editor. There, your new categories below CAT1 will
appear as root level categories.
