JAZZ DEVELOPER
I am using RTC 4.0GA Eclipse Client so as to change the defect type's icon with a new gif file, which name contains DBCS chars (example: 测试.gif)
I saved my modified Project Area.
However, new defect creation is now failing with the following error message:
Invalid uri '/ccm/service/com.ibm.team.workitem.common.internal.model.IImageContentService/processattachment/_sPefECn1EeG_h_Ah02p5PA/workitemtype/测试.gif': escaped absolute path not valid

Is this bug?

Yes - this issue has been identified on jazz.net as Unable to add DBCS named icon file for work item type (126629)
