user id taking Build system CAL

Why not all user ids take the Build system CAL license type? The build system CAL is not counted as part of the server user limit. An user id taking build system CAL is as good as an user id taking developer CAL type. Any idea? Please let me know.

The RTC license restricts the use of the Build CAL to an account being
used by the build engine. Using a Build CAL for a developer would
violate the RTC license agreement.
