I need to pre-define the task with a) Summary b) Planned for b) owned by c) Priority
a) Should i do that in Project Intiation Template or Process Configuration Template ?
b) If i can create the task can i assign the same to Plan views ?

I tried Work Item template , there i canot assign 'Planned For" , so i cannnot assign to Plan View.

You can use Work Item Template to set default value for the attributes includes "Planned For"  in work item. It works for me.

Also, You can use Process Configuration->Configuration Data->Work Items->Types and Attributes to set default value for your work item.
