Blocked/Depends-on and Parent/Child links

Are Blocked/Depends-on and Parent/Child links acted on by process? Or are they just visual clues that developers must inspect in the links section of the Work Item?

Blocks/Depends On links are limited to tracking that relation as a link. Parent/Child links are used by plans and stories to show compute progress and in the case of plans provide a visual representation of how work items are broken down into smaller ones.
