Is it possible to restrict workspace loading
We have a situation where there is a component that contains sensitive trade secrets. The project and component have been configured so that the component is restricted to privileged users. However, there is a possibility that a privileged user may load the sensitive code on a non-secure client or test server. Is there any way in RTC or Eclipse to restrict loading?

No, there is not a way to restrict the loading of a repository workspace. A user's workspace can be loaded onto any machine that has a client that can contact the RTC repository.
