How do I solve this error: Planning can not be used because the Project Configuration is invalid

I resolved it by creating the object under the development timeline I created an object called backlog and this resolved the problem.

The resolution described in the answer above is a workaround, but not the solution.

The problem is described in a defect I filed:

You can define one Iteration to become the Backlog Iteration of the timeline. This you do in the process config within the Eclipse client. If this Iteration is moved around, or the ID is changed, you will get the error, as soon as you try to open a plan. Instead of creating an unnecessary Iteration namend "Backlog" on the root, you can set another Iteration as the "Backlog Iteration"
