how RTC mange licenses and upgrate between the 3 version?

1)do it need reinstall when upgrade between Express-C, Express and Standard?

2)Is it possible to extend the user licenses beyone the max limit, for example , Express > 50 via buy new licenses? if it is impossible, but customer have the needs, how to deal it?

Anthony, you're answers are all correct.

Using new servers to hold new projects is exactly the right way to deal
with the server limits.
