Adding comment to the workitem of different category

Users are added in main team area with contributor role. Team areas are created from main team area. Categories are created and respective team areas are associated. user created workitem under C1 category and sends for review to the other user user2 who doesnt belong to the team area associated to C1 category.When Reviewer user2 tries to add comment and save it says no permission.
So created a process role called reviewer in project area and provided only modify workitem-add a comment access. User2 is added to C1 team area with Reviewer role.
All Access to Everyone is unchecked.
User2 is able to modify other attributes, description though permission is not provided.
Is there any other solution to solve the above problem?

I just tried the setup you describe and it worked as you expected. Could you check that removing the reviewer role from User2 in the C1 team also removes the permissions? Maybe User2 has other roles in the C1 team, one of the parent teams or the project area that grant additional permissions?
