Lock/Unlock test artifacts via OSLC using rest API

As per enhancement "55041:Provide the ability to obtain the boolean value of "Locked" for a RQM artifact (test script or execution result) via the REST APIs" it seems like we can get the lock/unlock boolean flag status of a test artifact using using appropriate API calls.

Can the same API be used to lock and unlock the record other than just getting the boolean flag status?

Unfortunately, no. You can use the RQM Reportable REST API (see https://jazz.net/wiki/bin/view/Main/RqmApi#Resources_and_their_Supported_Op).
