Finding work items in build - programmatically

Hi,

We have a process that a work item (e.g. task,defect) will be resolved only when it's change set entered a successful build.
Now we moved to manage our CM in RTC and we need a way to identify it programmatically and then perform work item operation.

We know how to perform operations on a work item, but not familiar with the SCM API.

What is the best way to know when a work item is included in a successful build? (I see that the link "included in build" is not always set.)

Or maybe there is a better way to do it without an external Java program?
