How to prevent User for over-assigning?

If an user is in more than one team, s/he can be over-assigned. This can happen in the following situation:
Two work items are assigned to the same user and targeted on the same iteration, but in different categories, which belong to different teams. In the time-boxing view for the different plans for the two categories there is only one work item visible in either case. So, the user can be assigned to two work items in the same time frame.
Possible solution:
Show all work items of the group's users even if some of these work items belong to a different team. Such work items should be grayed-out and read-only.

we thought about solving the problem as you described in
https://jazz.net/forums/viewtopic.php?t=167.
If we need a more dynamic solution in the future, we will implement it
along the lines you outlined here.
