Why is it possible to move Resolved Items in the time boxin?

It should not be possible to move resolved items in the time-boxing view. Neither should it be possible to change the time estimate of a resolved item. A better approach would be to add the time that an item has been worked on to the item at the moment it is set to the status "resolved". As vision, there could be possibility to visualize and to report on estimation precision in a future version.

I was not checking you answer to this posting and gave a comment regarding moving of closed work items in posting https://jazz.net/forums/viewtopic.php?t=170 .

Lets take the two postings and follow them up via enhancement 26926.

Hi Markus,

as reassigning a work item to a different owner is possible even after
closing a work item, we should allow this operation. For example, a
resolved work item might be reassigned to a QA team member for
verification.
However, I agree that we should not remove the work item from the
resolved user's work item list. I opened enhancement 26926 to track this
enhancement.

Tracking the time worked on a specific work item would be helpful, but
might be a legal issue in certain countries. We need to further
investigate on this issue.
