Possible to enable Email Notifications via command line?

In the RTC 3.0.1 client, the 'Workspace' text field maps to 'team.scm.workspaceUUID', which we leverage when we create a build definition via command line.

Looking to have Email Notifications enabled by default, but I don't see an equivalent 'team.scm.email' or similar option.

Would also need:
'team.scm.email.notification.criteria.name'
'team.scm.email.to'
'team.scm.email.send.when.complete' 'team.scm.email.send.when.abandoned'
etc...
