web logon success,but eclipse client connect failed

some users meet a problem:
when use web as a client,they can connect to the jts server ,and logon and all the operations are success.
but when use eclipse client ,they can not connect to jts server,error message : connect time out.
Does someone meet the same problem,
Can someone help?

check the eclipse proxy setting first, Window->Preferences->General->Network Connections, make sure that Active Provider is set to Direct.
