Hi Marco,

regarding Agile Planning there is support for managing work resources
across multiple projects. If a user is in more than one team you can
specify how much he will work in team A and how much in team B. To do so
open the user editor and switch to the Work Environment tab. The section
Work Assignment lets you specify the distribution.

The work assignment specified is honored by the My Work view, the
Iteration plan editor, the Team Load section, ...

Open the user editor for a developer who is assigned to more than one
team. Go to the 'Work Environment' page. In the 'Work Assignments'
section you can define the distribution of the developer's time across
the teams. The planning tools use this information when showing an
individual user's load.

the time to one project, the RTC should help the PM in not allocating
such a resource to other project for more than 50% of the time.

Jazz itself is also developed by many developers working for many different teams and components / projects. Your situation sounds very familiar.

This post shows neat reports aggregated from all the Jazz components. I'll let others provide pointers for your other questions.

You can try/download the RTC 1.0 client and server and quickly create/prototype the teams / developers / streams corresponding to your environment. Then you can demo it to your team. Don't forget to add the photo of each developer when you set their Jazz user account, people like to see their collaborator's photo showing in the tooltips in the user interface ;-) We can try to help you out through these steps, just tell us how it goes and where you need more info.
